1. Do you buy/borrow books when you don’t actually need them, putting them away to read later, or do you only refresh your book stack when you are out of fresh reading material?
I'm always buying more books, just to be prepared. Sometimes I buy ones that are in really *good* condition for trade credit.

Mostly in the local used book stores, though I always plan for the local library sales.

Of course I have books like that -- doesn't everyone? (But I can't think of any specific ones right now, sorry.)

I usually keep them around until I go through a "cleaning phase" and if I can't remember much about it, I put it in my trade box. (And I seldom remember those titles.)
5. Does anyone you know go through their shelves sometimes and give you books from their clean-out? Have you received any books this way?
No, not any more. I used to get books that way when I was a kid but that's been quite some time ago.
6. If you have a “to be read” pile of books, how many are on the list? What’s next on the list? If you keep an actual physical link to books you own and are planning to read, provide a link, if you have one.
"Snow White, Blood Red" out of a shelving unit of (probably) an easy fifty or more. Since I have such a big pile, I prefer to choose one at random by just grabbing. It's more fun that way.
7. Is there a book that you keep putting off reading? Which one[s]?
"The Boleyn Inheritance". I got it when I was watching "The Tudors" but I haven't read it yet. If it happens to be part of a series, I wait until I have the complete series, or at least the first few books in a series before I start reading it.

Probably one from my "lost list" (aka wish list) on Amazon -- I'll say "The Haunted Moutain" by Mollie Hunter.
